'When in the year 1873 King Panda was gathered to his fathers Cetewyao came to rule over the nation that Chaka had drilled into shape. The English were very anxious that Cetwayo should be a good and moral sovereign, so Sir T. Shepstone was sent as "a friendly counsellor to give the new king advice as to the more regular government of Zululand".
